Governors across Nigeria are strengthening community security outfits ahead of the 2027 elections, as the proposed establishment of state police awaits completion of the constitutional amendment process.
A nationwide report by The Sun found that several states were recruiting and training personnel, appointing commanders and providing vehicles, uniforms and administrative support.
Some governments have identified existing outfits as possible foundations for state police. Others are expanding local protection arrangements without announcing plans to convert them.
The preparations do not mean state police have become operational. The report said the required constitutional amendment remained unfinished.
It also noted that its investigation did not establish that the security measures were designed to influence elections.
Meanwhile, presidential Chief of Staff Femi Gbajabiamila said the proposed National Policing Bill was close to completion, although governors still had observations requiring resolution.
The developments have renewed questions about funding, recruitment standards, command structures and safeguards against political interference.
